I noticed that a tree in my area was trimmed by Public Works. Why did they not
trim the top of the tree?

Public Works does not trim/cut the top of any tree (Hat Racking) as this may cause damage
to the tree. According to City Code trimming is limited to only 25% of the tree
canopy.
